How DLD sales-team rules affect buyers
RERA divides sales advisor registration into two tiers. Individual sales teams hold a BRN — a personal licence renewed annually at approximately AED 5,020 including mandatory government knowledge and innovation fees. The brokerage firm they work for holds an ORN (Office Registration Number), confirming the company is licensed to operate in Dubai. Both numbers must appear on every property listing, on Form A (the listing agreement between seller and sales advisor, registered in the DLD system before any marketing begins), and on Form F — the Memorandum of Understanding that buyer and seller sign to bind the transaction. If a sales advisor cannot produce their BRN on request, or if it does not match the name on their Emirates ID, stop the transaction.
The RERA-mandated form sequence runs: Form A registers the property for sale within the DLD system; Form B formalises the buyer-sales advisor relationship when a buyer's agent is engaged; Form F is the binding pre-transfer contract signed by buyer, seller, and sales advisor, carrying the sales advisor's BRN. Form F is the document that triggers the No Objection Certificate process with the developer and the subsequent DLD title deed transfer. None of these forms can be executed by an unregistered individual — any transaction that bypasses this sequence is legally vulnerable at the registration stage.
Off-plan buyers purchasing directly from a developer work under a parallel structure: the Sales and Purchase Agreement replaces Form F, and the initial registration is filed with DLD via the Oqood system at 4% of the purchase price. The sales advisor in an off-plan transaction must still hold a valid BRN and, as of late 2024, must be listed on the developer's RERA-approved sales advisor register for the specific project being sold — a requirement designed to close the gap on unauthorised project sales.
